Sylveon ex 153/128 is one of ten Special Illustration Rares in 30th Celebration. It has no Pikachu, Mew or Mewtwo behind it, so its price rests on the art and on Eevee-line collectors, and the market has priced it accordingly: below every other SIR from 149 to 155. Only the three SIRs outside that run, Fuecoco ex 147, Greninja ex 148 and Salamence ex 156, sell for less.

For a master set collector that is useful. Sylveon is one of the cheaper SIR slots on the checklist, and it ties neatly to the Day Pikachu ex SIR at 149/128, where Sylveon walks in the parade crowd.
The card is a Stage 1 Psychic Pokemon ex with 270 HP that evolves from Eevee. Its one attack, Colorful Harmony, does 50 damage for each type of Basic Energy attached to all of your Pokemon.

Seventh of the ten SIRs on the Oct 4 market and last of the seven from 149 to 155, a clear step below the Day Pikachu, Jirachi and Mewtwo group. Greninja ex 148, Salamence ex 156 and Fuecoco ex 147 are the SIRs priced lower.
All the SIRs have roughly halved since release day, and Sylveon has fallen further than most. It opened close to Mewtwo ex, then slid below it and the Pikachu pair through late September. The Booster Bundle wave on October 2 and the Ultra-Premium Collections on November 6 both add packs.
The Sylveon ex Box and the December ex Tins put a lot of Sylveon ex on shelves. Those carry the 5ban promo, not this SIR, but they keep the name in front of buyers and may dilute demand for the card. Nothing in the first three weeks suggests a floor has been reached. For a binder copy, there is no pressure to buy now.
Too early to say. There is no meaningful PSA or CGC population yet and no graded sales record to set against raw prices.
About 1 in 210 packs for this specific SIR, from TCGplayer's count of more than 3,000 English packs, assuming even print runs across the ten SIRs. Any SIR comes up about 1 in 21 packs, so a 9-pack Elite Trainer Box gives you roughly a 36% chance of some SIR and about 4% for Sylveon.
That is generous next to most Mega Evolution sets, where SIRs as a group run near 1 in 80. It also explains the price: with this many SIRs coming out of packs, the cards without a Pikachu or Mew on them have the least to hold them up.

You Iribi painted the SIR. The regular 071/128 card and the MEP promo version of it are 5ban Graphics CG renders.
Sylveon leans out of an open window with blue shutters, its ribbon feelers spread wide. The window is surrounded by pink, red and orange roses, with bunting and confetti above and a heart-shaped balloon on the left. Blurred balloons sit in the foreground, out of focus, as if someone in the street below took the picture during the celebration.
Special Illustration Rare with secret-block numbering at 153/128. Every card in a 30th Celebration pack is foil, so the extended art and the number mark it out. Like all the SIRs it carries the large 30th anniversary stamp.
The out-of-focus balloons in the foreground. They make the card look like a snapshot taken from the street during the parade, which suits a set built around a party.
BackgroundAbout Sylveon ex
Sylveon arrived in Pokemon X and Y in 2013 as the Fairy-type evolution of Eevee. The TCG dropped its separate Fairy type in the Sword and Shield era, which is why Sylveon cards now print as Psychic.

Colorful Harmony rewards running several Basic Energy types. Its tournament standing has nothing to do with this print, which is a collector's version of the same card.

Well liked in reviews, which pick out the window-and-roses scene and its snapshot framing. As with every SIR in the set, the main complaint is the size of the anniversary stamp on the painting.
Sylveon has drawn far less discussion than the Pikachu, Mew and Jirachi SIRs. Price talk around it is part of the wider conversation about 30th Celebration singles falling fast after release.
